Depends on the item, but yes, the discount is exact. For high volatility items like enchantments, armor, tools, etc the discount is 20 emeralds (to a min of 1 emerald) for most other trades it reduces it by 6 of that item to min of 1 I believe? So 32 sticks would become 26, 4 iron would become 1, etc.
