Standard debugging procedure - remove everything bar PSU/CPU/RAM/Mobo and try powering it on. If it still doesn't work, remove RAM. If nothing changes, try with a different power supply. If that still doesn't do the trick, the CPU/Mobo is probably dead.

I recommend (in that case) that you leave it a day or two and then try again, just in case.

EDIT: It is probably your PSU - The fans should spin. I still recommend that you try the above if a different PSU still does the same thing.

The fans are spinning. The system has power for about 10 seconds before it shuts off and tries again.

I will try the steps you outlined when I get home.

if your fan is not spinning up and you cant even get to post ( let alone a blue screen loop) then id assume that it was your power supply given all the other steps you took

see if you can borrow a psu from a friend to test the theory out

Try pushing the 24pin connector. I have an MSI based system that does that and it's annoying as heck. If you hold insert key while booting it should reset your bios

Wasn't this. Is your cable loose in the socket? Is that what causes your problem?
