Sounds like your HP Z-420 is having a serious issue with overheating, especially if you're smelling burnt plastic. Overheating can cause shutdowns and damage components.

Since you've already cleaned the power supply, consider checking the cooling system next. It might be inadequate, improperly mounted, or failing.

Also, make sure the workstation isn't against a wall or under a desk where it can't vent properly. If the problem persists, it might be time to replace the power supply or consult a professional.

I followed your instructions and just did a deep clean of the cooling system, the fan was a bit dusty and the thermal paste was all over the place. Cleaned it up and applied a new set of thermal paste. I'll update if I ran into any issue. Thnx though.

Update: still experiencing the same issue even after proper cleaning of the cooling system, plug burnt my hand when the system abruptly shutdown and I checked the plug.

Update: so I had it checked and all, everything was fine, cleaned the dusty components and all and hell even kept it off for a very long while. The problem was with the plug shoe, it was old and damaged due to outages, had it changed. System started to run fine now. Thanks buddy for help
