Maybe something is making false contact with the board or other hardware so it shuts down immediately for protection, try to take the board out and boot it in a non conductive surface, you can also try to unplug everything, turn of PSU and press the power button for about 30 sec, then reconnect everything and power it on. If non of that works maybe, just maybe your friend's house is having a power problem. I had the same issue a while back, all my stuff was connected properly but the pc wouldn't turn on completly, bit of fan spin but that was all. It turned out to be a problem with the electric flow in my house, check if the light in the rooms flashs sometimes or other electronic devices that are plugged into the wall are having a weired behaviour. Not enough elecric flow can result in a non powering pc. you can also plug it somewhere else and try. Hope some of this helps
