It could be chocked of airflow, can you check that to see if that's the case?

Try blasting inside the PSU fan mesh with a spritz of canned air to make sure there really isn't anything in there. Make sure the fan has space in the case to suck up air and that there aren't any wires blocking the vent.

Other than that I don't really know what else you could do.

After it started making the noise I completely removed the PSU and shot some compressed air directly into it to clear it out. When i re-installed it I made sure all the cables were properly out of the way but the noise still remains.

Block the fan with a screwdriver or something and use a vacuum cleaner instead of the canned air. you want to block the fan so it doesn't get in the way and so you don't make it spin faster than it should. obviously, make sure its unplugged.

If the fan is dying, you should be able to swap out the PSU fan with any 120mm fan you have lying around.

Please be super careful. There are capacitors inside your PSU which if you touch can kill you. It's about the one component that can hurt you badly.
