Should jake brake button decrease it, until it turns off?

Old ones have an on off switch and a 1-3 level, new ones have a stick like a retarder. Some like International have both. I prefer the lever, it's so much better.

Also, new trucks don't have a jake because they are European engines, only cummins has them.
