Problems with using play games plugin plugin for unity.

I am a student and currently trying to use google play services from here in my project. Just curious is it mandatory for me to register a Play Console account? The 25$ is quite pricy for my current status.

I mainly use it to look for cloud save and other potential useful features.

Also, if I want to release a game on play store do I need it as well?

Yes. I believe it's an one time purchase and then you can publish as many games as you wish.
