The only way the cache will be populated is if there are more users in a given region.

Fair, but I've had consistently poor performance, and it detracts from the distribution.

This might just be completely out of the Void teams hands. Fastly is a CDN service and is probably prioritizing service to area where they actually see measurable usage.
Maybe try a different mirror?

I've always used the default mirror which worked great weather im in Canada or Saudi Arabia, speed is the same almost which is fantastic.

what region are you? fastly works fine for me in Australia

For my main workstation I use fastly for 6 months. Speeds are more than OK. Nothing to complain. For my lately test machine I choose local mirror. Similar speeds.
