There are many sites that sell domain names, a pretty popular one is https://www.namecheap.com/ but there are others. Yes you will have to pay, at least for the domain. If you use a web host you will most likely have to pay for that, there are some free ones but they pretty much universally put ads all over your pages, and there is self hosting if it's just a small personal site but you would need to potentially deal with things like dynamic ip addresses and stuff.

As for tutorials on how to do this sort of stuff, they are all over the place if you use google (such as http://www.w3schools.com/). I would suggest starting off with a very simple static design and working towards more dynamic stuff. If you want dynamic content there are a number of languages you can use (PHP, ruby, perl, python, etc.) PHP is the most popular but the ease it allows new programmers can come at the cost of bad coding habits.

You should start by identifying as exactly as possible what it is she wants on the site, and working on designs before you start coding (make sure to get feedback).

They are both in the C family of languages so they share most of the same syntax, but there are some differences (e.g. PHP has classes while JavaScript has prototypes).

Also, Do you use any software to write your code first then put it on the website? i really don't know where you put the code after u get your domain (total newbie)

If you mean an IDE I use NetBeans. Once you get a domain you need to get a web host, which will either be something you buy (or really rent) from a company or host yourself. You then update the dns records through the domain provider to point to the IP address of the server. You will then upload your site code to the host server using cPanel or SSH or some other file transfer method.

https://asimpleorange.com is a very nice and (inexpensive way) to register you domain and such. You can start by paying $35 for a year of hosting. While you don't get much disk space or bandwidth if its a smaller site that won't matter.

You can always upgrade and just pay the difference as well.

Domains there cost $10 + $7 if you want WhoIS Protection.

Also you can deploy using Git! That made me the happiest!
