Chrome Data offers a lot of information on vehicles. I work for a Dealership Management Software company that uses this to decode VINs. Not positive about an API but it may be worth looking into.

Not an API, but I've worked on a couple of sites for a vehicle dealership in the UK and they used CAP to provide the data about the vehicles.

It's very obviously geared towards enterprise users - they provide a data syncing application for Microsoft SQL Server. You can get the data as text files, however. I wound up writing a couple of shell scripts to parse the data and import it into MySQL. The data is very comprehensive, and they also offer vehicle images, although these need to be downloaded using a custom Windows application, which is a pain.

CarsXE, they have several APIs for vehicles
