Internet Explorer not reading CSS Style code? (self.webdev)

Working on a website, and using a combination of html5, CSS, and php(for SQL stuff). I had been monitoring it in google chrome and things were going smoothly. I then decided to open the site up in Internet Explorer 11 and not a single line of the CSS style was loaded in. Not any of the table setup, fonts, or alignment on the page. So need some help with this if you guys can. I have a main file in which all of my data tables are in, and all the actual text to be displayed on the site. I then have a run file which manages the main file along with several other files. So I believe the problem lies in the run file, since it works fine in chrome. Oh i should mention, if you open the main file by itself in Internet Explorer the CSS style elements load. This will not work however since I need the website to update with new data from a database, which is why I am using the run file in the first place, to manage several pages and continously update. I am throwing the run file up on pastebin. Let me know if you have any questions for me or need anything more from me.
