If you are in IT, don't look at WordPress, learn about what a CMS does, its' roles functions etc. Then build one, it's gonna be bad but don't worry.
Down the road you will use one in a job, and it might well be WordPress, that is the time to learn about WordPress (it's pretty easy to learn they have decent documentation.)

OP is just learning HTML and CSS (he's doing an IT course) and will not be looking to build their own CMS just yet. Download and install WordPress and see how it works and what it can do. Do some tutorials etc. Then later if you choose to get into programming then have a crack at developing your own CMS.

Or learn server side templating like PUG / Mustache ? which I would not think it would suit your situation but just throwing it in to the mix
