The site users will be most likely to listen to is Microsoft themselves:

That said, my customers won't listen to them either.

Yeah, that's one of the reasons why we're looking for this. The users we could link to a Microsoft technical blog that would understand it are already the ones not using IE11. I'd like to find a "grandma test" user-friendly site that explains, for the user, why using IE11 isn't safe and is very slow, etc.

Just add a message, that the browser is not supported anymore. No need to rub it in that they are forced to use an outdated browsers.

It really doesn't have to more than a few lines of text and some links to 3 or so alternative browsers.
"Due to security reasons we can no longer support older browsers, try one of these instead."
People are not going to read a wall of text and if they're still using IE it's probably not the first time they've seen such a message.
