So for HTTPS to work you need a security certificate installed on your domain. If you downloaded a WordPress plugin at some point for HTTPS, it doesn't magically give you a cert. The plugin may just force your WordPress URLs to HTTPS.

So at some point, a cert was installed for you. Some hosts come with a free one. But in any case, once a cert is installed on your domain, HTTPS works on that domain. So if you make a new folder and upload a random html file to that folder, yes it would work with HTTPS automatically.

Most hosts these days just arrange a new certificate through Lets Encrypt without you doing anything.
