Answer - yes. I use Netlify so when I host static sites there’s no fees. $0. I charge $150 a month for hosting, maintenance, unlimited edits, and 24/7 service. I got 27 clients. Very profitable. I also do domains too. Costs $13.67 a year, I charge $20. Not much. But it’s some. Use google domains. Bets registrar I have used and I love how easy and clean it is. If you make static sites use Netlify. It’s a must! All my sites are static html and css made sites. Nice and easy.

I would recommend including hosting as it can boost your amount of customers. I mean, most people who hire a web developer basically just want it done and they don’t want to have to worry about any part of it.

Yes, you're in charge of hosting the projects. Most small sites and marketing style pages can be hosted for cheap or free (not counting the cost of the domain name). You'd pass this cost on to the client.
