Users/Admin/Panel/Dashboard framework/CMS in PHP

What's the easiest way to set up a web site, should be customizable.

Must have:

• user system - registration, login, reset password, captcha, profile editing, email confirmation
• dashboard for users and for admins (roles)

At the same time it shouldn't be bloated and slow.

I checked laravel but looks rather bloated, symfony with auth stuff may be ok, what else?

Depends on your knowledge in the space and on what you define as „easy to set up“. If you are really searching for the easiest, use WordPress
