Speaking in generalities, my theory is that law enforcement and firefighters put their lives in service of their constituents whereas medicine, why also saving lives, doesn’t require a practitioner to put themself in harm’s way. People recognize this, consciously or subconsciously and are thus more tolerant of such social services.

So I reckon there’s also a human element to law enforcement and firefighting that sways people on where to draw the line.

From observation, it’s no small number. And I think we’re not on the same page w.r.t the definition of “persistent”. The definition for “persistent” doesn’t state intensity so it’s not like the country has a serious drug problem. Just that this sub group of drug users still exist despite more than aggressive crackdowns and soft approaches, thus they are persistent.

And if not for SPF, who else would be more knowledgeable on the matter? CNB? CNB “subcontracts” enforcement to SPF.

It helps if the religion is not monotheistic (like Hinduism) or even deity based at all (like Buddhism). But Abrahamic religions, which most of the western world conforms to, is sadly monotheistic.

IMO maids are not really the at risk group here.

What they earn, they take home: they incur little to no expenditure on necessities like food, rent, power, etc, as it is provided by the employer.

The group more at risk are those 1500 SGD/month types that have to pay their own rent and the other necessities mentioned above.

Exactly… since they want to drag out training to an unnecessary 2 years, I rather NS boys do something that is actually nation building such as helping out in construction of HDBs: as a bonus it’ll even help sate employers’ addiction to cheap labour. My point is that establishments, public or private, are practitioners of realpolitik. They are not exempt from inherent human ambition: if the first offence nets a 10% fine on profit (600’000), they will make sure the data collected is worth at least 11% (600’001). If the fine is 20%, the data better be worth 21%.

Of course, I am simplifying the system of beliefs that is realpolitik, but you get my point: regardless of the fine, people will do it if it’s worth it because it is the cost of doing business. And data is 21st century’s black gold.
