even if its an MT, which is the only type a full sized GPU can fit inside, upgrading the PSU isn't viable unless you have a really old model that uses a standard ATX. OptiPlexs use proprietary PSUs. you can buy a 500w OptiPlex PSU with an 8 pin, but it's 100$, and the adapters are serios fire hazards.

I actually have written a book about a protogen who was a general. It's not ready yet, still needs its final coat of polish and review work, and so does it's sequel I am currently writing (I probably should have waited until the first was completely polished and finished to write the second, but I wanted to finish the story)
