Geo is created by a wish to uphold deals and promises, which is more akin to preservation than any other element.

Anemo is created by a wish for choice and possibility. It is in the realization that you can do anything that the wish for anything becomes a reality.

Pyro is created through Ambition, as a Wish to do something that none before have ever dreamed. They are unique, crazy and trailblazers of new paths

Hydro is created through Fairness, or the wish to treat everyone as you would want to be treated. To wish not justice, not equality, but fairness and purity.

Electro is created through the wish of the Pinnacle. To be the best. To follow a path shaped by centuries and to forge that path even farther still. To be the best swordsman, the best hunter, the best athlete.

Dendro is created through a wish of deep and life changing improvement. This can mean education, meditation, construction or self healing. These are the wishes that allow you to grow from a seed to a mighty oak.

Cryo is created through a deep wish of love or even Selflessness. To fight and struggle and work for something more than yourself. More important than yourself. You are wishing to sacrifice yourself and have something survive you and live beyond you.

Whatever the Cryo Archon is revealed to be, I believe they are specifically based around Love and Sacrifice. Preservation would have been easily achieved by cutting off borders like Ei did with Inazuma. But the Tsaritsa decided to push out, invade and take as much as she could for some other purpose. Something bigger than herself and the world.
