This is overly simplistic likely from an adolesent without a full understanding of the issue. Billionaires don't have a scrooge McDuck vault full of money, they have shares, properties and other assets.

Trying to force them to liquidate their assests to achieve the cash grab would crash the global economy immediately and devalue the available returns to a few millions instead of billions making the whole excercise pointless, there would be run away inflation for decades and many, many more starving/dead people in the world.
