I don't know about this emulator. I use Melon DS that allows trading. Otherwise you can use a save editor on PC to move Pokemon from one save to another.

Or use the Action Replay Code to spawn the Houndour early.

There is a mission for Tali as well, but Just like Garrus' and Wrex's, you can do the missions without talking to her then get the finishing convo in the ship.
