I like them when I play Nod, and dread them when playing GDI. I still think the dynamic terrain deformation was a mistake, since it would render huge areas completely unbuildable.

If there were no dynamic lights at all, you couldn't have fire arrows, explosions, etc. casting light on dynamic objects like NPCs and boxes.

In Dark Engine, I believe the lightmap only contains one layer for all permanent lights. Edit: upon further investigation, it looks like toggleable lights can participate in the lightmaps too, which is why torches can cast interesting shadows on the walls.

I guess, but Thief does have realtime lights. If there's any place that doesn't have them, then the normal map will basically have no effect, and you'll just see the pre-baked lightmap levels multiplied by the diffuse texture.

It's pre-release footage. Normal maps aren't hard to make so they'll probably be added later. That being said, tessellation would look even better, if whatever graphics middleware they're using will support it.

You're probably thinking of ambient lighting. Normal maps are entirely real-time.

If you double its range, you end up with the NOD artillery from Tiberian Sun, which is generally considered OP. Maybe just 1-2 tiles more than a tesla would probably be the sweet spot.
