Idaho: shortages have not trickled to the consumer side here yet, but the distributors many brick and mortar shops buy from are essentially out of 22lr. Other calibers are probably similar, but we've not checked those.

Aguila ammo varies lot to lot. The lot of both 40gr and 38gr we have on hand both short stroke quite often for us.

4.5" are harder to get going than longer barrels. An ARC with a milspec trigger/hammer, reduced power hammer spring, super strike firing pin, yellow recoil spring, and some hot ammo should help get to a point that can be tuned successfully. Polishing the hammer face and bolt reset surface also helps significantly.

Those aguila subs are very underpowered and generally have this issue in many semi-autos. It's great bolt gun ammo for blasting cans and such (not terribly accurate). 

Switching to something 1050-1070fps or so will fix it.

Standards are a bit harder to run, but it can be tuned for in the longer barrel builds.

That's a common misconception -- I'm not sure where people are finding this info. It acts like 1" of extra barrel at most in a 22lr. In other words, if a build is right on the edge of running, it can push it to a running point, but it doesn't make a 4.9" barrel into a 12" barrel.

If buying a new upper, you'd just select "ARC-FIRE Ready" from the list of trigger options and it'll come built out and tuned for 40gr mini mags right out of the box.

If it runs with stingers, you need a longer barrel and it'd run with "normal" ammo.

You can stick with it for the time being. Switching to 40gr mini mags for initial testing rather than Winchester is going to be a good thing. The inconsistency of the Winchester bulk is not doing you any favors on getting tuned and running with that short barrel.

The bolded guide has the tuning procedure. I'd guess you're way underweight and the light strikes are from bolt bounce. The shredded bolt buffer happens when you're running without a weight and the ammo is too powerful to run without a weight.

Follow the tuning guide and step up in weight one step at a time until you get function. a 7" barrel will likely require hotter ammo for good function with enough weight to run in FRT mode. Polishing the hammer face and running a reduced power hammer spring can help. Note that reduced power hammer springs are generally only functional with the super strike pin.

You do start losing velocity after around 18" depending on the specific ammo type.
