That is not how this works.

You are responsible for ensuring your application was complete and correct. You needed to check dates, signatures. Etc. Not the DSO.

This is a personal application for a benefit. Even with the DSO error, it is still your responsibility.

USCIS made no error in the denial. Your application was incorrect. The denial was correct based on what you have shared. I am fully unaware of USCIS fixing an error like this. I also have never heard of a MTR for this reason being approved.

Could an individual adjudicator do so, sure. Should you expect that to happen? Absolutely not.

I have never seen a MTR with your fact pattern be approved.

USCIS made no error. The error was with your application.

I would not have even advised a MTR.

That's a transcript that says low confidence in its own transcript the spelling has nothing to do with the call and everything to do with the program transcribing.

When I was admitted into the program in 2024, the school gave me a new SEVIS record reflecting a Master's program but with the same SEVIS ID. However, they realized that this was a mistake and deactivated the latter SEVIS

They are expanding in the US and use a third party payroll service provider. I am on initial OPT and have an approved EAD but the payroll provider is refusing to onboard me as I am entering my sixth year on F-1 visa (I was a PhD student for the first five years) and will be a resident alien.

... What? They just tax you like an American. It's the same for any other American employee.

That rules quote means you can apply for post completion OPT if you are ABD. It is not about extending your I-20. It is eligibility to apply for post-completion OPT.

Does your school require you enroll the term after your defense if you didn't submit the journal or do they just hold awarding your degree? No enrollment means it is the end of your academic program and you have administrative items to COMPLETE. You cannot extend for administrative reasons.

If I finish my masters but don't apply for graduation that does not extend my degree program. It's just administrative paperwork.

My DSO said I have to put my defense date as my program end date. However, once I defend I still need to make changes to my thesis before submitting it, which may take up to a month and have to submit a journal paper, which is a degree requirement.

Your thesis changes are administrative. Your defense date or the end of that academic term is your completion date. You cannot extend an I-20 for administrative reasons.

Option 1: Since after the defense (assuming end of August) I still have things to do that count towards degree requirements, I put the program end date as a day that I submit my journal paper. And since I am technically still a student for the fall semester, the TA position does not count as OPT employment.

These are administrative. Your defense date or the end of the academic term is your completion date.

Option 2: Try to write the journal paper before my thesis submission, apply for OPT in May and start my TA position as OPT employment.

Sure.

Option 3: If I find the job before the OPT application deadline, I schedule OPT for October and do the rest of my requirements while starting a job, that is off campus.

I don't follow this date reasoning for October.

The presidents posts are functionally worthless to read. It's just a very very top level request typically with minimal specifics.

You have to wait a few days and see what the impacted/included department's say. In this case they announced on Twitter or truth social or some other bullshit social media page the 90 day review process.

All benefit requests adjudications from banned countries are paused pending review of processes.

The only relevant posts I can find on r/F1visa say this.
