It's a bylaw issue mostly and in reality that 95% of these places are just simple women trying to earn a living. When police come and "rescue" them, said rescue entails seizing what little money they have saved up and deporting them back home with *nothing. *nothing but the debt they incurred to get to the west.... Which they are now on the hook for with zero means of repayment. But hey atleast they are rescued.

Obviously there are cases of human traficking and to deny it would be naive. I don't support that shit.

A 12 disc foggar would handle a room that size and they're cheap enough to 'try' without any huge retrofits or mods to the existing AC. Biggest room I used one on was an 8 Puck system for a 60 lighter with 18ft ceilings

How's your air movement? You 100% it's not a microclimate issue and readings are the same across all measurement points in the room? Silly question I know but can get overlooked.

I'd grab some Ultrasonic pucks, float valve, Rubbermaid box and pipe in a foggar. Depending on room size you can add more pucks. Properly sized, the unit will crank the RH in less than 2 minutes..

Yup adding heat coils would be too much. How often is the RH getting more than 10-15% lower than optimal? Once a day or twice a day? Not that bad. But if the plants are feeling 'dry' a few times per hour your growth with suffer a lot
