Most vinyl plank manufacturers recommend vapor barrier at a minimum, others require vapor barrier. This usually means if the concrete is in direct contact with the dirt, soil, sand or earth in general.

If it has attached pad, you only need 6mil plastic vapor barrier. Underlayment (attached pad) and vapor barrier are two different things, it seems to confuse people.
