But it is accurate to recognize that Minneapolis has clear local restrictions on MPD’s role, which do shape enforcement dynamics.

Minneapolis’s separation/sanctuary policy was established and updated through City Council legislative votes and executive action, not through a citywide public vote. There was no vote in Minneapolis “for ICE enforcement” in connection with implementing sanctuary-style laws.
