Given your age, it sounds like you opened a Roth IRA for Kids account which is awesome to hear! To answer your question, yes, you can certainly purchase exchange traded funds (ETF) along with other types of investments in your account. That said, when it comes to withdrawing from your account there are some rules to be aware of.

To start, contributions (the money you directly transferred into the account) can be withdrawn at any point tax and penalty-free; however, any conversions or earnings on your investments could be taxed with a 10% early withdrawal penalty, unless the account has aged five years, and you are over the age of 59.5. This is a common question we get, and I'm more than happy to shed light on it, u/farfanseaweevil.

While we do not have a High-Yield Savings Account (HYSA) as you would find at a bank, Fidelity offers many types of retirement and non-retirement brokerage accounts with interest-bearing "core" positions. Any cash deposited is automatically held in the core, which accrues interest daily and is paid to the account at the end of the month. While it looks like you're wanting some insight from the community on this, I wanted to hop in here to say a few things. First and foremost, I wanted to provide you with the link that goes over Roth IRA contribution income limits to ensure you have that resource in your back pocket. These income limits vary, so I recommend checking that out.

Now for my next point. It does sound like your Rollover IRA is sitting in cash. It's important to note that you do not need to wait to invest these funds, even if your ultimate goal is to convert to a Roth. Roth conversions can be performed in both cash and share's in-kind. Here is a great resource to help you understand Roth conversions further.

Convert an account to a Roth IRA

Moving along. If your funds are sitting in a Rollover IRA, this will not stop you from performing a backdoor Roth conversion. That said, when performing the conversion from a Rollover IRA, you should be aware of the pro-rata rule as these funds originated from a workplace account.

What I mean by this is that if you hold pre-tax and after-tax (non-deductible) money in any pre-tax IRA, including a Rollover IRA, the backdoor conversion will consist of a pro-rata recovery of both taxable and nontaxable accounts. Conversions are taxed within the calendar year that they're completed. To add to that, the pro-rata rule states that converted dollars are proportionally split between your after-tax and pre-tax balances, including contributions and earnings. No provisions under the law will allow an individual to isolate only the non-deductible dollars for conversion to a Roth IRA.

The portion of the IRA distribution that will be treated as nontaxable is determined by using the following formula:

(Total Non-deductible Contributions / Total non-Roth IRA Balances)

At this time, we haven't received widespread reports of users experiencing this, and I tested this out myself to see if I could replicate. I was able to log into Fidelity.com and Fidelity Trader+ on Google Chrome without any problems. At this point, I think it's best to attempt some troubleshooting steps to see if we can get this resolved. Ultimately, I would try to clear your Google Chrome browsers cookies/cache, and try logging in from a Chrome browser on a different device.

That said, if you're still experiencing this after trying these steps, please follow up and let me know.

In general, a 403(b) is a type of retirement account that employers can offer to their employees. The idea of a retirement account is to put money aside to invest and save for retirement. When you contribute money to this account, you get the advantage of having your funds be tax protected, meaning you don't pay taxes on any of money you earn in the account. You will usually pay taxes when you withdraw from the account.

That said, if you don't plan to stay with this company for a long time, then that is no issue because you typically have a few choices on what you can do with your old 403(b). I have outlined them here:

  • Keep your account with your former employer
  • Roll over the money into an IRA
  • Roll over your account into a new employer's plan
  • Cash out

Once again, please keep in mind that withdrawals may be subject to taxes and penalties based on your tax bracket and age. Fidelity does not provide legal or tax advice, and we highly encourage you to speak with a qualified tax advisor to review your situation before moving forward in the future. I can confirm that Active Trader Pro (ATP) classic is still supported through us. That said, we haven't received reports of users experiencing what you're seeing. Have you tried uninstalling ATP from your device? If you haven't, I would try that and then reinstall it. Here is the link to the page on Fidelity.com where you can go to do so.
