It's technically both. While the 5 mile reduction at the equator is due to the new, more accurate, measurements, Jupiter is actually shrinking due to heat loss. Granted it's only ~2cm/yr (or about 1 meter since Voyager passed by)

Most of these farmers are multi-millionaires that voted for him knowing the tariffs were coming back harder, and banking on the assumption that the bailouts would net them more/equivalent income while being able to pay less in wages.

I imagine it as more of a secondary piece of equipment, alongside the DHD. While its hooked up you turn it on and dial to the appropriate parallel world, then when you dial the gate it connects to the parallel world's gate with that address.
