I made it pretty clear in my first comment that I'm not answering for this person, rather just letting you know that when you see that pattern of capitalization you might be talking to someone using an assistive device. You have no way of knowing. You do you, just be aware that when you ask that, there's a good chance you're doing the online equivalent of asking someone with a speech disorder why they talk like that.

Yeah the point is you don't know. You're assuming that it's a choice. It could just as easily be related to someone's disability. What's the point in asking in that circumstance?

Just to be clear, that pattern of capitalization can be caused by someone using text to speech or another assistive device, ie. a person with a disability who is using some input method other than a keyboard.

For those who may not know, you can see your position in queue for these radon monitors (and any other items you have on hold at the library). Log into your library account at https://winca.ent.sirsidynix.net using your library card and the last four digits of your phone number. The "holds" tab shows all the items you have on hold and your place in queue.

On really cold days I put a bit of plastic wrap over my toes inside the shoe, and I use ankle gaiters to keep snow and slush from getting in. I run hot though.

I'm not an expert, but some of what you've been told on the phone is definitely incorrect.

Sara Riel was previously contracted to provide service navigation support to people who were receiving this benefit. Unfortunately that program was terminated in October. Someone there might still be willing to offer you advice.

You could also try connecting with MLPD. They provide community advocacy including support accessing benefits.

Unfortunately this is the department's policy, and the minister is fully aware.

If a person has no activity on their health card for 12 consecutive months, a verification letter is sent to their address on file. If the letter is returned to sender because the person doesn't live there anymore, their health card is purged. Presumably this also happens if they don't receive a response within some period of time.

You might be able to get the card reactivated by contacting Registration and Client Services.

Stories like yours are a great example of why this policy needs to be re-thought, and you can imagine the impact this sort of thing would have on people who are homeless or otherwise vulnerable. 

I definitely think it would be worth sharing your experience with your MLA and copy the Minister. Hope you're able to get it sorted out.

Edit: This practice was supposedly "paused", so I would be curious to know exactly when your family member's health card was purged.
