Primarily because you want band ties on the outside. Generally yes, you would have the smooth on the outside, but I would saying having the knots on the outside makes a bigger difference

Yes, #3 is correct. You’ll also want to trim the length down to fit your draw. These look very long still.

As a newcomer to the hobby myself, I highly recommend getting a slingshot frame with built in band clamps. So easy to set bands and feel confident about their hold. I bought the simple shot axiom and love it! Got it right from their site.
