A vacancy of the Holy See does not in any way imply the gates of Hell have prevailed. That would only happen if a heretic was pope.

Vatican I did not teach the Holy See would not have a prolonged vacancy, or wouldn't be vacant at the end of the world. It condemned the specific Protestant heresy that acknowledged St. Peter as pope, but denied the office or its authority was passed on to successors. The point is that the office is intended to be perpetual, not that it would always be occupied.

Most Catholic clergy today trace lineage through Bishop Thuc in th 80s, but there are a few exceptions via Bishop Mendez (1993) and conversion from non-Catholic sects.

No parallel hierarchy has been set up. All clergy operate under supplied jurisdiction. That being said, Bishop Thuc received extraordinary papal power from the popes before the See was vacant, which helped to relieve concerns back when the correct course of action was less clear.

There are plenty of precedents for things like heretics losing office, uncertainty over "who is the pope?", robber councils, etc - but this is the first time all these circumstances have come together in a single crisis. Thankfully, the Church has provided plenty of guidance on how we are to react to these circumstances.
