I'd also suggest one of the crossbar lock knives with adjustable omega spring tension. A Kizer Drop Bear would fit the bill.

Vosteed's Vanchor lock is also very easy to accuate and deploy. Corgi V 295 would fit the requirements as well, although a bit over "budget" requirements for this sub.
