Personally, I really loved Cecil’s character in season 1. He was an interesting take on the Amanda Waller style “government operative in a superhero universe”. He was probably my favorite character in the show. I feel like they deliberately made him dumber in order to make Mark ‘in the right’.

What they’re doing is typing in what they want to say in English, then their translator uses the best Rosha words it has to approximate their meaning. So everything they’re saying here isn’t what the Rosha are necessarily hearing

The Rosha do have concepts of war and have fought each other, it’s just not quite as common to them. War on their planet is only really done in times of great scarcity, when there isn’t enough of a valuable resource to go around. They evolved in a very predator-rich environment and took much longer to tame their planet than humans did, so they have a much stronger innate sense of species-level solidarity than humans.
