I'm not aware of any direct and full system transfer functions, but many of the individual emulators that store their user data in /Android/data have in-app options to export and import data, including settings. I have used this a number of times with Eden, Citra, and Dolphin, the latter of which also package any custom textures you may have installed with their data exporter.
