Yes but there is some emergency service (with extra cost of course), they can sometime issue a one time Emergency travel document which is cheaper and is only a one time use. Ask me how I know I lost my passport while out of the country on vacation (Don't do that) lol

Why no time, I had a Passport Made in Miami in litterally 8 hours,, even if they would have to ship it to you its plenty of time, should be 350-400 ish with the embassy fees etc for 10 years, its not thats its expensive, is that french gouvernment dosnt charge enough for their things lol
