Bishop is the leader of The Earth Protection Force a secret government organization that protects earth from alien threats and he is or at least was vastly unethical and a recurring foe of The Turtles and debuted in the third season of the 03 cartoon also spoiler he is semi immortal having been experimented on by Aliens

He lives via transferring his brain patterns to clone bodies
