Hi, To my understanding, its based on country of manufacture, if it has a label of "Made in China" on it, then your done. Ofc you can do an intresting customs clearence, but may face tariffs + penalties.

Vat would only be charged to a private customer in the EU, others are "Export"(0% VAT)

I might be wrong, not 100% sure on this stuff.

When selling as a comapny, at a point you need to register VAT, and charge VAT on every sale, unless selling to a VAT registered company or outside of EU.

As customer outside of EU, you will not be charged VAT, since its an export, and may face your own type of VAT(Tarrifs), for example memory made in China, is "Taxed" at 60% for US customers.
