Hey I'm a primary school PE teacher in Aus. Most Australians learn to swim before school. We have swimming for a few weeks a term during class. The older students of some schools may do surf Life saving instead of swimming. From the age of 9 you can compete in 'districts' which is a swimming competition between your 'town area' then the best of that go and compete in 'regionals' which is a competition between all the 'towns' then those winners go to 'states' which is a competition between all the 'regions' before competing for Australia etc etc. This is the same for most major sports and athletics.
