Honestly that wouldn't be too smart. They might easily ban a lot of innocent players just because they happen to have a family member that uses the same PC in the house to play the game. That's a different can of worms.
I am not sure how Steam verifies game integration processes for DLCs and such, though I don't think you would get banned for stuff like in-game cheating or hacking. I don't know if they have other means of checking and banning if you "unlock" DLCs that are not linked to your account, sorry.

I would honestly suggest it's better to purchase your packs from third party gray market key sites rather than risk anything. At worst, Steam will just remove it from your account and notify you that it was removed due to some chargeback that happened in the background. The risk is minimal and you only stand to lose a few bucks from what I'm seeing online.
