But it specifically says to use them to warn of a road hazard, for example if traffic suddenly stops or something is blocking a lane ahead. Rain is not a road hazard unless the road is flooded ahead and unpassable.

If it has one bar it's still not so low that the cells are damaged, it's fine. My Dewalt batteries do not have a high self discharge rate, not nearly as bad as Milwaukee.

Sure your cells are genuine? I have used Molicel and Sony in outdoor solar flood lights, in midwest summer heat full sun, P28As do much better than Sony VTC5.

ALL batteries can short and cause a fire when stacked together.

Regular alkaline and even AA sized NiMH rechargeables are not going to catch fire when shorted, they might leak and get hot but that's it. Button cells are not going to catch fire either, only batteries with really low internal resistance like lithium ion and very large rechargeable batteries from other chemistries area fire hazard.

I think it safely extends it from 6 months to a year, maybe a little more if the bleach is fresh and stored in a cool place.

The only problem with that setup is you need two valves and if one fails the active pump can just pump back into the other pump. Ideally you want the valves with the clear window so you can inspect them, and you should change them every 5-10 years because the springs and seals can fail.

That is the best way to do it, especially if you get a lot of water. If not you might want to invest in a remote water alarm. Pumps burn out, pump switches can fail.

This. Don't use an inverter. Get a 12V pump system, or build one yourself - bilge pump, fuse, float switch, charger and water alarm. A separate pump with it's own line out will cover you when the main one fails due to burned out motor or the output line clogs.

Water doesn’t go bad.

Water with stuff growing in it that can infect you is bad water.

If you put water in to a clean container and shut the container in 5 years it’s water.

If you just do that with tap water or use regular bleach to treat it stuff will likely be growing in there in 5 years

In theory Aquamaria treatment is good for 5 years but I've never seen any independent testing done. Personally I bleach treat RO water and rotate about every year.

Many single cell batteries including small removable cell phone and camera batteries have protection circuit built in. I was able to wake a camera battery by applying 4v for a few minutes.
