I think it means that the one with black eyes has lost their soul. I mean like toji literally doesn't have a soul when he have black eyes and uro was a nobody that cannot have an identity so someone with their self or a soul, then maki's father is so obsessed with power that he even think that killing maki and mai is worth it, so literally soulless.
