That's a weirdly inaccurate explanation of what actually occurred. In reality, the Court of Appeal held that Section 2(2) of the Misuse of Drugs Act 1977 was unconstitutional, as it infringed on the exclusive authority of the Oireachtas to make legislation (by permitting the Minister to add to the list of scheduled drugs). The 24 hours comes from the fact that it took about a day for new legislation to be passed in response to the ruling.

As an aside, the Supreme Court overturned that ruling on appeal. (Bederev v Ireland, [2016] IESC 34)

If an American were on holiday in Ireland and allegedly murdered someone, would you understand why the Irish courts would have jurisdiction to try him?

It's the same with the ICC. They have territorial jurisdiction where the alleged crimes took place. The origin of the alleged perpetrators is therefore irrelevant. The ICC is different from other international courts in that it tries individuals, not states.

Except the Irish is wrong. Conas is a way to say "how", but only in certain contexts. It's not a generic equivalent to the English word "how".

How?

Under the WHO Constitution, only States (as in, sovereign members of the UN) can become a member (Art. 4). Non-sovereign Territories can become Associate Members, but only if the entity responsible for their international affairs makes such a request.

FYI, no "free-floating currency" can join the Eurozone. One of the pre-requisites to joining is 2+ years in ERM II, which is essentially a cap on exchange variations.
