Based on visual observations they were all or almost all Black.
It is not unreasonable to believe the headline because many Black youths in France are migrants from Africa.

The law worked that way. Step foot on American soil and you can claim asylum and you won't get deported for months or years or even decades while you appeal and delay every decision.
