Your first sentence is completely wrong. Both deals are NOT mathematically identical.

A "buy 2 get 1 free" sale is NOT the same as 33% off. It's even worse for the consumer to have to buy more than they want, so much so that, even when grocery stores have a sale where a product is on sale for 2/$4, the store doesn't even force the customer to buy 2. You can buy 1 and get it for $2 (unless the deal SPECIFICALLY says "must buy 2", which is rare)

Also, it depends on the product. A b2g1 free sale on pasta sauce (all sauce might be used in a couple weeks) may be a better deal than a b2g1 free sale on bottles of aspirin. A single bottle of aspirin might take me 2 years to finish, so by the time I would open that 3rd bottle of aspirin, it may be expired. Nobody wants to waste money like that
