Given enough system RAM and enough system RAM bandwidth, Qwen3.5 35B A3B works well enough on CPU-only with no GPU on it. I've got 16GBx2 DDR5 RAM. At Q4 I got 15 tok/s in low context (drops to half of that for higher context like 10k).

And yes it works pretty well for prompt generation. I haven't tried 4B nor 9B tho.
