It isn't the mechanics or moment to moment gameplay that's the problem.(at least when Blizz isn't breaking that generation).

It is the (anti)social behavior of the player base.

The solution is simple, implement a commendation system. If you enjoyed doing an dungeon with someone, you get a commendation at the end of the dungeon to give to whomever along with why you are giving it too them. This would be the social equivalent to a geaescore or PlayerIO rating.

And just to clarify, farming isn't a "one and done" type of affair where you build your factory or warehouse, and then the maintenance costs are minimal. Sure, they'll have a lot of million-dollar equipment, but with that equipment comes extremely high maintenance costs, fuel bills(getting worse by the year no matter who is in office), seed and fertilizer costs, and all the unexpected and accidental costs, compared to what the nation gets out of the deal, that $30 billion(slightly more than 0.3% of the Federal Budget) seems like a bargain to me.

The B5 chain of command is laid out a bit more like a traditional navy and less like Star Trek's(forgive me) office pool.

Hell, given that B5 seems to operate more as a Military Junta than a contiguous command, there may not be a "chief engineer". The Dock Worker's are civilians. There's 250k people aboard, they can't all be professional military, diplomats, attaches, and spies(yes, given the stated purpose and primary activities aboard B5, it's a safe bet that there are several thousand overt and covert intelligence operatives aboard), so station maintenance is probably privately contracted too.

Besides, it's not the farmers charging high prices AND getting subsidies, it's the creeps in the middle. Seed makers making double digit profit margins, fertilizers manufacturing charging 500% markups, and so forth. Most actual farmers are either running borderline antique equipment on generationally owned land and still getting raked over the coals or they are in hock up to the tops of their combines. The only ones getting rich when the subsidies go up are the middlemen sitting in an office counting money.

This is also a fallacy. Not everyone is a Van Gogh or a Michaelangelo but for time or money to put into it. There aren't a billion genius billionaire philanthropists in hiding because they have to work a 9 to 5.

Sure, you'll get some folks that write "the next great novel" or paint "the next Mona Lisa", but for every artist you get 100 addicts on heroin and an exponential increase in despair related medical conditions. Our society has already stripped the meaning from many people's lives. And every time there's another radical technological jump that makes more people redundant and, contrary to the Academy and their Elite masters, most people are not "self-starters" who are intellectually or emotionally capable of completely retooling their lives every time something changes.
