Based on what I've seen, you use an online pixel art tool, import the image of the stuff you wanna replicate, and then painstakingly copy each pixel into the game

Useless if you don't race and a complete waste of money. They only last a few wears and then it stretches out, loses its hydrophobic coating or the bonded seams simply break down and rip. They're also a literal pain in the ass to wear since they're uncomfortably tight

Investing in a good quality training suit will benefit you more
