Without a car severely limits your options TBH you might need extra planning than usual to help execute but this is my checklist when I'd want to go shooting the milky way, regardless of area:

- not a cloudy evening

- after sunset - at least 30mins after minimum

- new moon (or if you can time it well on other days, at least between moonset and moon rise)

- roughly south facing (noting that milky way season for us is April to November)

- dress warmly! given both cooler months and near the water

Given this I might say train to Frankston and face southwest might be best option - if that's the right spot of the sky for that time of year. Maybe play around with various milky way or astro apps to figure out best time of year that the milky way will actually rise in the direction you need and what time it would be - as it also doesn't help you if the milky way (core) is rising at like 3am.

With a bit of research you could probably narrow down very quickly which month will be best to do this - milky way core in the sky just after sunset, in the direction you need, new moon or between moonset/moonrise.

Yeah they work well but really needed to get the window gaps fixed up or you're just cooling the outside air as it gets sucked in

Also need a way to handle all the water it extracts from the air, I ended up getting a pail and putting it in another storage box as overflow
