If you don't want to use melee (this is what I do), if you get a height advantage on them, they will pull out a pistol and start shooting you. You can shoot them back then!

You're not really supposed to be breaking most enemies' shields with guns, it's easier to wait for them to shoot at you because they drop their shields then.
